Surrey has the advantage of lots of buildable land still at affordable prices, and cheaper housing. However, the real test would be if it can attract the office, retail and job density of downtown and central Broadway over the next couple of decades.
When that happens, then you’ll have two urban planets instead of one with an orbiting moon.
