The artist, Warren Langley, was apparently thinking of cherry blossoms rather than snowflakes. (We do see more of them!). The artwork lights up pink at night.
From the City’s Public Art Registry webpage: “wish you were here… is a whimsical concept which uses a particular moment in the Vancouver calendar (cherry blossom fall) to create a work intended to function on a human scale and thereby compliment the pedestrian and vehicular experience along the Howe St. side of the building.”
