ULI BC is delighted to have Honourable Josie Osborne, Minister of Municipal Affairs join us for a dialogue regarding her role and the Government’s position in supporting local governments, not-for-profit organizations and residents to build vibrant and healthy communities that are well governed, liveable, safe, economically resilient, and socially and environmentally responsible.
Minister Osborne will be speaking to the current status of the development approvals process, housing needs reports, rental zoning, and overall building resilient communities.

Josie Osborne
Minister of Municipal Affairs, Legislative Assembly of British Columbia
Josie Osborne was elected as MLA for Mid Island-Pacific Rim in 2020. She is the Minister of Municipal Affairs. Josie grew up on Vancouver Island and has lived in Tofino for over 20 years, first moving there to work as a fisheries biologist for the Nuu-chah-nulth Tribal Council and later as executive director of an environmental education non-profit organization. She has significant experience in local government, including serving as Mayor of Tofino from 2013-2020 and as Chair and Vice-Chair for the Alberni Clayoquot Regional District. During her time in local government, Josie chaired the Tofino Housing Corporation and was a strong proponent for active transportation and regional transit. She has served as Chair of the Board for the Island Coastal Economic Trust, and in 2017, she was appointed by the BC Minister of Environment and Climate Change to the BC Clean Growth and Climate Action Advisory Council. Josie studied marine biology at the University of British Columbia and completed a Master’s in resource management at Simon Fraser University. She has worked to advance sustainable development throughout her career in public service. Josie lives with her husband on 10 acres in Tofino with their dog, three goats, and a coop full of chickens.

Duncan Wlodarczak
Chief of Staff, Onni Property Management Services
Duncan is the Chief of Staff to the President at the Onni Group of Companies. He holds a Masters Degree in Urban Studies and has previous experience in the non-profit and private sector, while also serving in a number of roles while working in politics. He is an active member of the Urban Land Institute (ULI), an education and research-based non-profit, focused on best practices in the sustainable use of land and excellence in city building. Duncan serves as Vice-Chair of ULI BC for his local district council, while also serving as a representative on multiple national ULI Committees, including the Urban Development and Mixed Use Product Council.. Duncan is active in the community, including serving on the Urban Studies Alumni Association Steering committee, supporting a number of local groups, and remains active in politics at the local, provincial, and federal level.
