At nighttime, headlights can shine across and light up anyone crossing the street beyond the circle (rather than lighting a bush). It’s hard enough to see at night as it is.
This one is for ICBC…we would love to put great things in the traffic circles, and certainly have in the past, including large chunky public art pieces…but if ICBC says they will not cover an accident in the traffic circle due to something the city has allowed, the city will not go out on its own. That is the way it is.

Perhaps an experiment is in order:
Install a large tent on a traffic circle (24/7) and see if the incidence of accidents changes.
